INEOS ChlorVinyls Response to the REACH Regulation (EU Regulation 1907/2006)

Please find below the responses to the REACH Regulation for INEOS Chlor and INEOS Vinyls.

INEOS Chlor

As a responsible chemical manufacturer, INEOS Chlor is committed to meeting its legal obligations under REACH and indeed began its preparations for the Regulation some time before the publication of the final agreed text.

INEOS Chlor can state that it has pre-registered the products shown in the table below and also that it intends to register these products. INEOS Chlor is also in dialogue with relevant suppliers of raw materials to ensure that all of these will also be registered under REACH. Moreover, INEOS Chlor is making a significant contribution to sector groups in the European Chemical Industries Association (CEFIC) and will participate in Substance Information Exchange Fora (SIEFs) and consortia of producers, where it believes this is the most appropriate course of action for the registration of its products.

One of the key parts of the REACH Regulation is the consideration of the uses for a chemical. In order to ensure that the correct information is included in our assessments, and those of the SIEFs and consortia, please ensure that your specific application of our products are known to us so that we can include this in our Chemical Safety Reports.

INEOS Vinyls

As a responsible chemical manufacturer, INEOS Vinyls is committed to meeting its legal obligations under REACH and indeed began its preparations for the Regulation some time before the publication of the final agreed text.

Polymers are exempt from the registration obligations of REACH and this includes the PVC resins produced by INEOS Vinyls. As such these grades will not be registered. Such exemption from registration is, however, conditional on the registration of the corresponding monomers and INEOS Vinyls can state that it has pre-registered the monomers used in the manufacture of its polymers and that it will register these monomers in the appropriate time scale laid down in the REACH Regulation. Additionally, INEOS Vinyls is taking an active role in a REACH consortium under the secretariat of the European Council of Vinyl Manufacturers (ECVM).

INEOS Vinyls can state that it is also in dialogue with relevant suppliers of raw materials to ensure that all of these will also be registered under REACH.
